Is there a nucleotide composition constraint on genome sequences?

We discuss a recently proposed constraint on the statistical structure of the genome sequence and find that it is mathematically inconsistent with well known biological features of the genome.

There has been some controversy with this publication.  The redacted version that appeared in print, which compressed
the paper by about 95%, may have left some things ambiguous.   Here is the original (unedited and unreviewed) version
of the paper.
